Since the Greek supplies no verb here, it must be assumed that the same verb used in the parallel phrase ("many are called") is implied. But don't forget the context, which in this case makes everything perfectly clear. In the parable of the wedding feast, we are given a list of possible responses to the invitation: some (apparently, Israel) who were first invited were not willing to come (Matt 22:3), some made light of it (v5), some reacted to the invitation with violence and hostility (v6). Some were not worthy ("worthy" being defined in Matthew 10:14 as those who would "receive you and hear your words" when you present the good news). But some who had not originally been invited (obviously, the gentiles) were proved worthy by their positive response to the invitation.

But then you get this clown who's shown up at the wedding feast ready to get himself a free meal and some of the King's wine, but he's not willing to put on the garment that's been supplied by the king. This guy is only there for what he can get out of it, but is not willing to honor the king nor His Son, the bridegroom. Shoot, he's not even asked to provide the wedding garment himself---only put on what had been provided for him, as a mark of respect. (The garment, of course, signifies the imputed righteousness of Yahshua.)

This guy, then, is the one who was called (he was invited to and showed up at the party), but not chosen. And why was he not chosen? Because he himself choose not to honor the King. He is prophetic of those in the church today who practice dead religion while choosing not to avail themselves of the righteousness freely afforded to us through Yahshua's sacrificial provision. Bottom line: God won't choose us if we won't choose Him. To do otherwise would be to abridge our freedom of choice, and that's something Yahweh will not do.
